Muscatine Municipal Housing Authority (MMHA) will temporarily open its Housing Choice Voucher Program (Section 8) Waiting List, as follows. MMHA officials will utilize a lottery system to determine order of placement on the waiting list.  Because it is a lottery system, there is no advantage to being first in line.   

Our Housing Choice Voucher Program primarily serves working families who earn modest wages, as well as elderly and disabled individuals who must live on fixed incomes.

The waiting list will be open for the following categories of families:

* Income-qualified families being displaced because of a property being substandard not as a result of actions or inactions by the present occupants of the property.    

* Income-qualified families displaced by government action or whose dwelling has been extensively damaged or destroyed as a result of a disaster declared or otherwise formally recognized pursuant to federal disaster relief laws.

* Income-qualified families with children under the age of 18 or elderly or disabled families who are residents (have a legal domicile) anywhere within Muscatine County; or applicants who are working or who have been notified that they are hired to work within Muscatine County. Applicants will also be given the benefit of the working family preference if the head and spouse or sole member is age 62 or older, or is a person with disabilities. 24CFR982.207(b)(1)

Annual income limits to be considered for the program vary by household size. Applicant household incomes must be at or below 30% of the Median Income for Muscatine County, as shown below:

One person   = $13,750

Two people   = $15,700

Three people = $17,650

Four people   = $19,600

Five people   = $21,200

Six people     = $22,750

Preliminary applications will be available to the public on Monday, January 28, 2013 at the housing department at Muscatine City Hall and will be accessible online at

The waiting list will be open from 8:00 AM, January 28 until 5:00 PM on February 8, 2013. MMHA officials will accept hand-delivered applications at the Housing Department at Muscatine City Hall. Applications mailed to the agency and postmarked on or before Friday, February 8, will also be accepted. Applications may not be faxed or sent via email.

All eligible applications submitted between January 28 and February 8, 2013 will be entered into a computerized lottery to determine the order in which applicants will be placed on the waiting list.

Applicants may call our office at 563-264-1554 after March 4, 2013 to find out their waiting list position and approximate wait before they may be processed. Letters will be sent to all eligible applicants confirming placement on the waiting list.

The Housing Choice Voucher Program is a federal housing program administered by the U.S. Department of Housing and Urban Development. The program provides housing assistance to low to moderate-income renters in the form of rental subsidies.
