NOTICE OF PUBLIC INFORMATIONAL MEETING

Notice is hereby given that Muscatine Power & Water Company (MP&W), with its principal place of business at 3205 Cedar
Street, Muscatine, Iowa 52761, proposes to construct an approximately 6-mile long 161,000-volt electric line that will connect
two existing substations near Muscatine, Iowa. The line will run from the CIPCO Muscatine Switching substation in Section 12,
Township 77 North, Range 2 West of the 5th P.M. in Muscatine County to the MP&W West Substation located in Section 29,
Township 77 North, Range 2 West of the 5th P.M. in Muscatine County. The prosed line could be located in Sections 1, 2, 8, 9,
10, 11, 12, 13, 14, 15, 16, 17, 20, 21, 22, 28 and 29 in Township 77 North, Range 2 West in Muscatine County pending easement
acquisitions to be later negotiated with landowners. The proposed electric line is being constructed to ensure continued reliability
of electric service in the area. The proposed electric line will be owned, operated, and maintained by MP&W.
The proposed electric line will be located in agricultural lands and mostly along roads. A map showing the notification corridor
and the proposed line route is enclosed. The notification corridor is the area in which landowners and tenants are noticed
concerning the public informational meeting and in which easements may be sought after the meeting is held.
The public informational meeting concerning this project will be held September 19, 2019 at the following time and location:

A representative of the Iowa Utilities Board (“Utilities Board”) will be present at the public informational meeting to distribute and
review a statement of the legal rights of landowners. Qualified representatives from MP&W and its agent, Ulteig Engineers, Inc.
(Ultieg), will also be present to discuss the project and answer questions.
Persons with disabilities requiring assistive services or devices to observe or participate should contact the Utilities Board at
(515) 725-7300 in advance of the scheduled date to request that appropriate arrangements be made.
In order to construct an electric transmission line on private property, necessary rights must be obtained from the landowner,
typically by means of an easement. An easement may be voluntary or, in some cases, may be obtained through condemnation
(also known as the power of eminent domain). Following the informational meeting, representatives from Ulteig will begin
contacting landowners to discuss acquiring easements for the proposed line on behalf of MP&W. MP&W will seek to acquire
easement rights to construct, maintain, repair, modify, and operate the portion of the proposed electric line to be located on
private property and for the right of access to and from the easement area. At this time, MP&W has not requested and does not
have the power of eminent domain to acquire easement rights by condemnation.
Thirty days after the informational meeting, MP&W may file a petition for an electric franchise from the Utilities Board authorizing
the construction, operation, and maintenance of the proposed transmission line and, if necessary, will request the power of
eminent domain (condemnation). The Utilities Board will decide whether to approve or deny the franchise and grant the right to take
property by eminent domain after a public hearing. The hearing will be held in Muscatine. The Utilities Board or an administrative
law judge appointed by the Utilities Board will preside at the hearing. At the hearing, all parties may present evidence and testimony
in support of or opposition to the proposed line. Ultimately, the Utilities Board will decide whether the proposed line is necessary
to serve a public use, represents a reasonable relationship to an overall plan of transmitting electricity in the public interest,
complies with routing and engineering standards, and meets all other legal requirements. If eminent domain is requested, the
Utilities Board will also decide whether to grant that right, and all parties may present evidence or testimony concerning eminent
domain at the hearing. During
